Jodhpur Development Authority floats tender for 15 digital LED unipoles on BOT basis

The Jodhpur Development Authority has invited bids for the design, installation, operation and maintenance of 15 digital outdoor LED unipoles across designated locations in Jodhpur, with advertising rights offered for an initial five-year period.

The Jodhpur Development Authority (JDA) has issued a Request for Proposal for the design, development, installation, commissioning, operation and maintenance of digital outdoor LED display unipoles on a Build-Operate-Transfer (BOT) basis in Jodhpur city. The project covers 15 earmarked LED unipole locations within the JDA control area. 

Under the tender, the successful bidder will be responsible for the complete development and operation of the LED unipoles, including structural design, fabrication, installation, electrical connections, maintenance and advertising operations. The locations have been identified and mapped by JDA, and the bidder will be required to install the structures strictly at the designated sites. 

The initial authorisation period is five years, beginning after a three-month moratorium period, with a possible extension of up to three additional years subject to satisfactory performance and approval from the competent authority. The bidder will have three months from the work order, subject to clear site handover, to complete the design, erection, testing and commissioning of the LED unipoles. 

The minimum annual authorisation fee has been fixed at ₹2.40 lakh per LED unipole, exclusive of taxes. Bidders must quote one uniform annual fee applicable across all 15 LED unipoles, with the technically qualified bidder offering the highest annual authorisation fee being selected as H1. The quoted fee will increase by 5% annually on a compounding basis from the second year onwards. 

The successful bidder will also be responsible for electricity, internet connectivity, operation and maintenance costs, as well as public liability insurance. A performance security equivalent to three months’ total authorisation fee for all 15 LED unipoles will be required. The LED structures and associated assets will be transferred to JDA in sound condition at the end of the authorisation period. 

The tender also provides for commercial advertising rights only after the respective LED unipoles have been successfully installed, commissioned and approved by JDA. Each display loop will comprise 10 slots, with one slot reserved for government/JDA messages free of cost.
