CBC invites tenders for rent-free hoardings in Delhi

The Central Bureau of Communication (CBC), a branch of the Ministry of Information and Broadcasting, has announced a tender inviting outdoor advertising agencies to provide rent-free hoardings across Delhi. These hoardings will serve as a medium for government-led awareness campaigns, covering a range of public interest topics for durations spanning one to three months. This initiative aims to enhance public engagement and ensure widespread dissemination of critical government messages in a cost-effective manner. 

The tender outlines strict eligibility requirements for participants. Agencies must demonstrate prior experience in outdoor advertising, supported by evidence of completed projects. Additionally, bidders must meet a minimum annual financial turnover of ₹1 crore over the past two fiscal years  to ensure their financial capability to execute campaigns at scale. In a move to promote sustainability, the CBC mandates the use of eco-friendly flex materials for all hoarding installations. Agencies are also required to provide rent-free hoarding spaces, significantly reducing the cost burden on the government.

The tender process includes a non-refundable processing fee of ₹1,000, with submissions due by January 6, 2025. Agencies must provide details about their operations, experience, and financial credentials. 

The CBC clarified that hoarding sites would be identified based on campaign needs, with standard sizes set at 20’x10′, though adjustments may be made. Hoardings must meet safety standards, and any injuries during setup or display will be the responsibility of the advertising agency. The CBC reserves the right to accept or reject tenders without explanation.

The tender follows a two-bid system comprising technical and financial evaluations. In the technical bid, agencies will be assessed on their adherence to eligibility conditions, operational capacity, and compliance with environmental standards. The financial bid will focus on cost efficiency and value-added services proposed by the agencies. Successful bidders will be empaneled for future campaigns, providing a steady opportunity to collaborate on impactful government initiatives.
