AAI Floats advertising rights tender for Bhavnagar Airport

The Airports Authority of India (AAI) has invited bids for the advertising rights concession at Bhavnagar Airport, Gujarat, covering the design, development, operation and marketing of advertising opportunities at the airport. The tender has been issued under e-tender bid with a tender fee of ₹10,000 and an Earnest Money Deposit (EMD) of ₹2.78 lakh. 

The selected concessionaire will be responsible for developing and commercially operating advertising media across the assigned areas at the airport. The scope of advertising rights is broad, covering indoor and outdoor formats including billboards, gantries, backlit static displays, display windows, flag posts, traffic signage, digital and electronic displays, video walls, LCD/LED displays, multiple-imaging formats, pillar wraps, special-event branding, product and service displays and other future advertising innovations, subject to AAI approvals. 

The concession will be awarded for a period of seven years from the concession fee commencement date. The selected bidder will also receive a 60-day gestation period from the access date to complete the required formalities and prepare the advertising inventory for commercial operations. 

Under the tender structure, the concessionaire will be responsible for preparing a detailed media plan identifying the positioning, dimensions and related arrangements for advertising displays based on the location layout plan provided in the RFP. The plan will require AAI approval and may be modified in accordance with the authority’s operational requirements. 

The tender follows a two-cover bidding process comprising the fee, pre-qualification and technical bid in the first cover and the financial bid in the second. Following technical qualification, the financial selection will involve a forward auction, with the bidder offering the highest amount at the conclusion of the auction emerging as the selected bidder, subject to the terms of the RFP. 

The concession also provides scope for a mix of static and technology-led advertising formats, giving the successful bidder the opportunity to develop the airport’s advertising inventory across conventional OOH, digital displays, experiential brand activations and product showcases. The concessionaire will be responsible for operating and maintaining the assigned advertising areas throughout the concession period in accordance with AAI’s safety, operational and maintenance requirements. 

Interested bidders are required to participate through the Government of India’s Central Public Procurement Portal (CPPP), with the bidding process and subsequent award to be carried out in accordance with the eligibility, technical and financial conditions specified by AAI.
