BWCC opens long-term advertising rights across Bengaluru’s road infrastructure

Bengaluru West City Corporation (BWCC) has invited advertising agencies to bid for exclusive commercial advertising rights across existing underpass and flyover infrastructure in Zone-2, through a 10-package tender. The tender covers 16 named infrastructure locations across Bengaluru, eight underpasses and eight flyover locations, with each package carrying a 15-year tenure. 

The 10 packages cover: 

Underpasses 

• Package 1: Mekhri Circle Underpass 

• Package 2: CNR Underpass 

• Package 3: Muthuraj, Nayandahalli and Nagarabhavi Underpasses 

• Package 4: Sujatha and Housing Board Underpasses 

• Package 5: Modi WOC Road Underpass 

Flyovers 

• Package 1: Kittur Rani Chennamma and PES College Flyovers 

• Package 2: Nayandahalli Flyover along Mysore Road 

• Package 3: Yeshwanthpura Flyover 

• Package 4: Manjunath Nagar and Shivanagara Flyovers 

• Package 5: Flyover up to O.G. Variar Bakery and Shivanahalli Flyover. 

The successful agencies will receive exclusive commercial advertising rights and will be responsible for managing, operating, maintaining and monetising the allotted advertising inventory. The initial contract period is 15 years, with provision for an extension of up to five years based on performance. 

A notable feature of the RFP is its provision for DOOH inventory. The tender permits LED display screens at approved portal entry gantries, subject to non-glare and static-image rotation requirements under the Greater Bengaluru Area advertising norms. Video motion, flashing advertisements and distracting moving visuals are prohibited inside the underpass barrel and on immediate vehicle approach lines for traffic-safety reasons. 

The tender also requires agencies to undertake the maintenance of advertising areas and ensure that installations do not interfere with public movement or transit operations. BWCC retains oversight of the advertising displays, including periodic audits and approval of advertising designs and materials. 

The packages have different EMD requirements, ranging from ₹30,000 to ₹2 lakh, while the two packages reserved for SC/ST participation are Mekhri Circle Underpass and the O.G. Variar Bakery–Shivanahalli Flyover package. 

The RFP documents were made available through the Karnataka Public Procurement Portal (KPPP) from September 23, with the pre-bid meeting scheduled for September 28. The stated deadline for uploading bids is September 30, 2026, with technical bid opening scheduled for October 1 at 4:30 PM. The documents state that the financial-bid opening date will be communicated separately.
