NDMC to introduce Outdoor Cluster Policy soon

NDMC shared that it will soon introduce Outdoor Cluster Policy, according to which 15 clusters will be let out to 15 media owners for conducting business through all possible outdoor formats and sites under those clusters.

Being an integral element of the soon-to-be-implemented Outdoor Advertising Policy (OAP) 2015, Outdoor Cluster Policy will soon be introduced for the northern part of New Delhi.  As part of the policy, all possible outdoor media sites will be released cluster-wise as opposed to the former scenario where sites were sold independently. North Delhi is divided into 6 zones including Narela zone, Civil Line zone, City zone, Rohini zone, Sadar Pahargunj zone and Karol Bagh zone. These zones have 2, 4, 1, 3, 2 and 3 clusters respectively presenting 15 clusters in total.

Commenting on this unique plan, Yogendra Singh Mann, Director - Press and Publicity, NDMC and EDMC, said, "This is a step forward to curb illegal media in the city. Cluster policy will not allow media owners to resort to illegal practices as they will have to lose control of the whole cluster if there's any malpractice. As we have focused to maintain a balance between revenue generation and city aesthetics in OAP 2015, I think the Cluster Policy will contribute majorly to our motto.” NDMC is planning to charge a minimum of INR 6.25 crore monthly as license fees for 15 clusters, where let-out period can vary anywhere between 1 to 3 years. The e-bidding will start in a month or so. "NDMC is the first one to start this policy. I am sure SDMC and EDMC will soon take a cue,” added Mann.
